In this project, FPT IS will construct technological infrastructure including hardware components (Unix server system, storage, network and security), software and system administrative services for the personal income tax management application. The system will be used by 7000 people in 800 locations of 770 tax offices to manage 15 million taxpayers across the nation.
The personal income tax management system is the first centralized processing system of the General Department of Taxation. The system should be powerful, highly responsive and reliable to meet specific requirements of the taxation. It comprises an operating center and a backup and disaster prevention center built on technological platforms provided by world's leading vendors such as IBM, SAP, Oracle, Cisco, Checkpoint and F5 and, most notably, a system of 46 state-of-the-art IBM Power Servers.
With extensive experience in consulting and designing large IT systems in Vietnam, Mr. Ngo Tuan Khiem, senior consultant of FPT IS shared: "This is the largest centralized system ever built for a governmental agency in Vietnam. I think this system is very complicated especially how to combine diversified technologies into a unified system. Once coming into use, it will be the largest SAP-based tax management system in the world".
In December 2008, FPT also launched the personal income tax management system. It is the largest software project ever invested in Vietnam, which value is more than US$ 15 million. FPT IS is the primary contractor for the project with three sub-contractors namely SAP, Accenture and Ernst& Young. Forty six excellent experts of FPT and its partners had worked hard for a month to write 5,330-page-technical proposal. There have been 200 FPT's employees taking part in this historic project.
In December 2010, after core functionalities had been completed, the project team introduced the personal income tax management system and were highly appreciated by the Tax's leaders. To date, the project has been piloted in tax offices in Bac Ninh, Bac Giang, Hanoi, Dong Nai and Binh Duong and will be implemented widely in other provinces and municipals. Recently, there have been more than 14 million people receiving PIT code. In addition, the system has collected 311,462 tax declaration forms for 2009; 269,240 forms for 2010 and more than 12 million income records each year.
At the project's User Acceptance Test (UAT), Ms. Truong Hai Duong-Director of Information Technology Division of General Department of Taxation recognized and appreciated the project's good results.
FPT- as the primary contractor- has completed the "turn key" project for the entire personal income tax management system of the General Department of Taxation, successfully conducting all the project's scope of works from defining technical requirements, installing IT infrastructure, providing SAP-based PIT software solution, surveying, analyzing and customizing application to performing change management, training, pilot and mass deployment and system warranty and maintenance.
This achievement of FPT is attributed to the experience gained in nearly 20 years working side by side with the taxation, helping them to build a modern electronic finance to catch up with international standards.
It also shows that FPT is able to build major information systems at world's level, contributing to the country's development. In addition, with successful implementation of IT applications for Vietnam's taxation, FPT IS has more opportunities to take part in deploying similar systems in other countries in the region and in the world, realizing the dream to bring Vietnam's intelligence to the world.
